Energy Poverty Stakeholder Forum

Last month, we attended and participated in the 2nd annual Energy Poverty Stakeholder Forum. CRU staff attended the forum to discuss actions in relation to supporting those in energy poverty. They also participated in workshops and panel discussions, around meeting the cost of energy. The CRU has committed to delivering on a number of actions under the strategy and will work with NGOs and all relevant stakeholders to deliver these. The Revised Energy Poverty Action Plan (EPAP) will be published on http://gov.ie in the coming months.


CRU Decision on the Enduring Clean Export Guarantee

We have published a decision paper on the interim arrangements currently in place for microgeneration, referred to as the Interim Clean Export Guarantee (Interim CEG). The following is to be implemented by 1 January 2025.

  • The current floor price for flat-rate export tariffs of zero is retained.
  • Amendments have been made to the criteria used to determine eligibility, in the absence of a smart meter, for remuneration for exported electricity on the basis of a calculated deemed quantity.
  • Suppliers must improve the level of service provided to customers who export electricity by ensuring payment intervals made to customers for their export is not greater than four months and customers must be paid for exports within four months of the export date.
  • Bills or statements must show the period for the export’s payment and the date of issue and clear calculations of the payment to be made for electricity exported.
  • The publication of information on export tariffs by suppliers must adhere to the same standard as applies for import tariffs regarding clarity and transparency.

Gas Networks Tariffs

The CRU has approved the gas network tariffs for Gas Networks Ireland (GNI). The CRU conducts an annual review of transmission and distribution tariffs to ensure that only necessary costs are included in the calculation of these tariffs. This work has now been completed and the transmission and distribution tariffs from 01 October 2024 to 30 September 2025 have been published. The calculation of transmission tariffs is based on the price control (PC5) which established revenues for transmission over the five-year period from October 2022 to September 2027.


CRU Market Revenue Cap Surplus Assessment Supplementary Decision

We published a supplementary decision paper on two topics. First, the impact, including the materiality, of the final settlement re-run on participants’ original market revenue cap returns. Second, the impact, including materiality, of changes to PPAs or hedging arrangements, such as RESS arrangements or other schemes, on a participants’ original returns. The paper also provides guidance on next steps including the submission process and data requirements.


CRU’s Final Review Report on Uisce Éireann’s Proposed Water Supply Project

The CRU was appointed to carry out an independent review of Uisce Éireann Irish Water's proposed Water Supply Project under the Public Spending Code External Assurance Process. The output of this review is the CRU’s Review Report. The report outlines the CRU’s advice on whether the project should proceed to the next decision gate of the infrastructure guidelines project lifecycle.
